    A transcription of part of Mr Yariv's speech follows:

    "There is a limit... I hope ... I've heard ladies and gentlemen that you are expecting a dramatic statement. Well I'll probably have to disappoint you. The drama so far has taken place at the United Nations and at Rabat... where Mr Arafat has succeeded, evidently, in having other people toe his line. Both at the United Nations General Assembly and at Rabat, the P.L.O. has been accepted. It has been accepted by so many nations. And it has been accepted by all the Arab leaders ... bona fide or not, that doesn't change the fact. And the P.L.O. has been accepted fully, and it has been accepted with the premises on which it is based. And the P.L.O. premises ... I know that this, perhaps especially during the recent weeks, has become hackneyed, but it is never-the-less true.Even when toy sat the grass is green, who doesn't now the grass is green. But its still green. And we have, many times over again, stated, and only yesterday, the P.L.O. is predicated... and it has never hidden it. And it does not hide it today. And it has not hidden it at Rabat. That the national covenant of the Palestine Liberation Organisation is predicted on the destruction or at least disappearance, if you want a milder word, of Israel. When Dr. Kissinger comes we shall know what the differences are. We shall know whether there is ground for negotiations. Whether there is a chance for another settlement or not... its as simple as all that."
