    Background: A CEREMONIAL MEETING TO MARK THE 10TH ANNIVERSARY OF THE FOUNDING OF THE WESTERN EUROPEAN UNION TOOK PLACE IN PARIS YESTERDAY (MONDAY). THE FRENCH FOREIGN MINISTER, M. COUVE DE MURVILLE, SAID THAT IT WAS FRANCE'S MAJOR AMBITION FOR BRITAIN TO PARTICIPATE IN THE BUILDING OF A UNITED EUROPE.

    THE SEVEN-NATION ASSEMBLY OF THE WESTERN EUROPEAN UNION (W.E.U.) TODAY OPENS WITH A DEBATE ON THE AMERICAN PLAN FOR A NATO MULTILATERAL NUCLEAR FORCE (M.L.F.).

    THE ASSEMBLY WILL BE ASKED TO VOTE ON A RECOMMENDATION THAT W.E.U. MEMBERS SHOULD TAKE THE INITIATIVE IN DRAWING UP A COMMON NUCLEAR DEFENCE POLICY WITH THE UNITED STATES AND OTHER NATO MEMBERS. THE RECOMMENDATION URGES MEMBERSHIP OF ALL 15 NATO NATIONS IN THE M.L.F. PROVIDED THAT THEY EXERCISE STRONG POLITICAL CONTROL OF THE FORCE.
