    The new International Conference Hall in Kampala was opened by General Amin on Sunday (June 6). The hall was originally built as the OAU Conference Hall, but was renamed after the switch of the venue for this month's OAU summit from Kampala to Addis Ababa, following the military takeover by General Amin four months ago. The centre cost 130 million shillings (GBP7.5 million) to build.

    SYNOPSIS: The grand new International Conference Centre in Kampala, which has just been built.

    General Amin, the military ruler arrived on Sunday to open the Centre, which cost 130 million Ugandan shillings to build. The Centre was originally known as the OAU Conference Hall and was built to house the OAU summit scheduled for Kampala this month. But the name was changed after the summit venue was changed to Addis Ababa, following the coup four months ago which brought General Amin to power.

    The Hall was built in only seven months....it was to be grand enough to house the summit of the Organisation of African Unity. Nevertheless, though the summit was held elsewhere, the Ugandan Minister of works hopes the cost of the Hall will be covered by future international conferences of other sorts.

    Among the audience who heard Mr. Zikusoka, the Minister of Works make the opening speech were the Heads of State of Ethiopia, Lesotho, Liberia and Nigeria, the representative of Pope Paul, as well as delegates to an inter-religious conference which General Amin closed the same day.

    General Amin appealed for non-interference in the internal affairs of countries by outsiders, and also for an and to confusion within the OAU. He said that Uganda had recently been "the victim of the machinations of certain individuals and states making desperate attempts to dictate the affairs" of Uganda. He hoped that "Africa would rid itself of such confusing agents"--but General Amin didn't name them. He called the completion of the centre the fulfilment of the obligations of the previous regime--and said that the centre had never been intended solely for the OAU summit, but for both local and international meetings.
