    HE WAS ACCOMPANIED BY THE BRITISH AMBASSADOR TO JAPAN, SIR OSCAR MORLAND. ALSO PRESENT TO GREET THE EARL OF HOME WAS THE JAPANESE FOREIGN MINISTER MASAYOSHI OHIRA.

    THE QUARTET LATER PROCEEDED TO THE HOUSE OF COUNCILLORS WHERE THEY WITNESSED THE RATIFICATION OF THE ANGLO-JAPANESE TREATY OF COMMERCE, ESTABLISHMENT AND NAVIGATION.

    LORD HOME SAID IT WOULD BE A MATTER FOR THE JAPANESE GOVERNMENT WHETHER THE INSTRUMENTS OF RATIFICATION WOULD BE EXCHANGED BETWEEN THE TWO COUNTRIES WHILE HE WAS IN JAPAN.
