    Latin American diplomate meet in San Jose, Costa Rica on April 14 to discuss the vital issue of limiting the import of arms. Under the banner of the Organisation of American States (O.A.S.) the ten day conference will attempt to reach agreement on arms imports by member state in the wake of an historic 1967 treaty outlawing nuclear weapons in Latin America.

    Conventional arms have played an important part in the history of Latin America. Bullets as well as ballots have placed many Governments in power. None of the delegates expects was left undecided at a top level conference four years ago.

    The O.A.S. was founded in Bogota, Colombia in 1948, It has 24 members stretching from Mexico to Argentina. Cuba was excluded in 1962 from participation in O.A.S. meetings because of Premier Fidel Castro' alignment with the Communist bloc. but it is still a member.
