Background: Dr. Nkrumah, the Ghana Premier, who arrived in Ottawa at the weekend, addressed a joint session of the Canadian Parliament on July 21st., and spoke, among many things, of the Middle East situation.
He said a workable solution might be based on three principles--the substitution of a UN force for American troops now in Lebanon; free elections in the country under UN supervision; and the establishment of Lebanon as a free and independent State with a neutral status, internationally guaranteed, as in the case of Austria.
Discussing Ghana's role in world affairs, he said its policy was one of non-alignment and positive neutrality, but this should not be interpreted as a purely negative neutralism.
Dr. Nkrumah spent the rest of the day touring the St. Lawrence Seaway and dined with Mr. Diefenbaker, the Canadian Premier. Earlier, during the weekend he entertained Canadian and Ghana people at a dinner.
Dr. Nkrumah flew to Washington on Wednesday, July 23rd, for further discussions.
