    GENERAL MAXWELL TAYLOR, SPECIAL REPRESENTATIVE OF U.S. PRESIDENT KENNEDY, WHO RECENTLY VISITED SOUTH VIETNAM TO DETERMINE HOW THE UNITED STATES COULD BEST ASSIST THE SOUTHEAST ASIAN COUNTRY DEFEAT AN INCREASING COMMUNIST THREAT. TOURED THE BEN HAI RIVER AREA OCTOBER 21. HE SPENT THE EVENING AT MOUNTAIN RESORT OF DALAT WHERE HE DINED AND TALKED WITH PRESIDENT NGO DINH DIEM.

    THE FOLLOWING MORNING GENERAL TAYLOR AND HIS STAFF WENT TO NHATRANG IN CENTRAL VIETNAM TO INSPECT A COMMANDO TRAINING CENTRE FOR FUTURE OFFICERS OF THE SOUTH VIETNAM ARMY.

    GENERAL TAYLOR WATCHED THE OFFICER CADETS GO THROUGH SIMULATED BATTLES MODELLED ON THE TRAINING GIVEN TO U.S. ARMY COMMANDOS. SEVENTY PER CENT OF THE VIETNAMESE INSTRUCTORS RECEIVED THEIR COMMANDO TRAINING IN AMERICA. DURING THE INSPECTION, GENERAL TAYLOR, WHO WAS ACCOMPANIED BY THE U.S. AMBASSADOR TO SOUTH VIETNAM, MR. F. NOLTING, SAID: "MY MISSION IS NOT STRICTLY MILITARY, BUT I MUST SAY AN OLD SOLDER GETS A GREAT LIFT OUT OF GOING INTO THE FIELD AND SEEING THIS KIND OF THING". GENERAL TAYLOR WAS JOINED BY COLONEL CAO VAN TRI, COMMANDER OF THE MILITARY ACADEMY, FOR THE FINAL STAGE IN THE "BATTLE" ON THE DIFFICULT TERRAIN OUTSIDE NHATRANG WHICH COMPLETES THE SOLDIERS' TRAINING FOR THE TYPE OF WARFARE THAT HAS BEEN COSTING SOUTH VIETNAM 500 LIVES MONTHLY FOR NEARLY TWO YEARS.

    BEFORE LEAVING NHATRANG, GENERAL TAYLOR SAID IT WAS A "TRAGIC FACT" THAT THE THREAT TO SOUTH VIETNAM CAME NOT ONLY FROM COMMUNISM BUT ALSO FROM FLOODS WHICH HAD BROUGHT DISTRESS TO MORE THAN A MILLION PERSONS.

    GENERAL TAYLOR WAS DUE TO LEAVE SAIGON, THE SOUTH VIETNAM CAPITAL, FOR BANGKOK FOR TALKS WITH THAI LEADERS ON OCTOBER 25. HE IS EXPECTED TO GO FROM BANGKOK TO LAOS AND TO RETURN TO WASHINGTON VIA HONG KONG.
