    Background: KENYA'S NEWLY FORMED 'NATIONAL YOUTH SERVICE' WAS INSPECTED BY MR. KENYATTA ON TUESDAY AT THE FIRST PASSING OUT PARADE OF ITS JUNIOR LEADERS. IN THE PRIME MINISTER'S VISITING PARTY WAS MR. WARUHIU ITOTE, WELL KNOWN AS "GENERAL CHINA" DURING THE MAU MAU CAMPAIGN.

    MR. KENYATTA ALSO WATCHED MEMBERS OF THE SERVICE BUSILY PAINTING AND RENOVATING CAMP BUILDINGS, AND INSPECTED EQUIPMENT IN THE STORE.

    THE KENYAN PRIME MINISTER REMINDED THE YOUTH SERVICEMEN THEIR JOB WAS TO PROVIDE DISCIPLINE AND UNITY AND SAID HE WAS GLAD TO SEE YOUNG REPRESENTATIVES FROM EVERY TRIBE AND AREA IN KENYA STANDING AS BROTHERS SHOULDER TO SHOULDER. THEY WERE SOON TO BE "ENTRUSTED WITH A SHARE OF RESPONSIBILITY FOR GUIDING THOUSANDS OF YOUNG PEOPLE WHO'LL FOLLOW THEM INTO THE SERVICE."
    MR. KENYATTA SAID IT WAS GOOD TO SEE THE YOUTHS PRESENTING SPADES INSTEAD OF RIFLES AND COMMENTED: "IF THE WHOLE WORLD PUT DOWN GUNS AND TOOK TO SPADES AS YOU'VE DONE THERE WOULD BE NO FAMINE."
    (THE YOUTH ORGANISATION WAS FORMED TO EASE KENYA'S UNEMPLOYMENT PROBLEMS. IT IS USING A FORMER BRITISH ARMY BARRACKS OUTSIDE NAIROBI. THE YOUTH SERVICE IS NOT A MILITARY ORGANISATION. ITS MEMBERS WILL BE SENT TO WORK ON AGRICULTURAL, ROAD AND OTHER NATIONAL DEVELOPMENT PROJECTS.)
