    South Africa's detente policy towards Black Africa appears to have suffered a sharp setback following a Security Council vote at the United Nations on Friday (30 July). The Council voted 14 to none, with the United States abstaining, to condemn South Africa for its "armed attack" against Zambia. South Africa did not deny the charge but staged it had no knowledge of the alleged attack.

    SYNOPSIS: The Council also voted to endorse a resolution drafted by African members to demand that South Africa desists from using Namibia (South West Africa) as a base for attacks.
