    DELEGATES AND OBSERVERS FROM ABOUT 40 COUNTRIES TODAY (TUESDAY) HEARD PROPOSALS FOR A WORLD TRADE BOYCOTT OF SOUTH AFRICA AIMED AT SMASHING THE POLICY OF APARTHEID. THE PROPOSALS WERE MADE AT THE OPENING SESSION OF A 4-DAY INTERNATIONAL CONFERENCE ON ECONOMIC SANCTIONS AGAINST SOUTH AFRICA UNDER THE CHAIRMANSHIP OF MR MONGI SLIM, THE TUNISIAN FOREIGN MINISTER.

    AMONG DELEGATES ARRIVING FOR THE OPENING SESSION AT A LONDON CONFERENCE HALL: REPRESENTATIVES OF KENYA, INDIA, NIGERIA, THE PEOPLE'S REPUBLIC OF CHINA, INDONESIA, GHANA, GUINEA (MR. DIALLO TELLI, CHAIRMAN OF THE UNITED NATIONS SPECIAL COMMITTEE ON APARTHEID), AND MR. MONGI SLIM (CHAIRMAN). IN ALL THERE ARE ABOUT 250 DELEGATES AND OBSERVERS.

    MR TELLI TOLD THE CONFERENCE THAT ECONOMIC SANCTIONS WERE THE LAST CHANCE OF ANY PEACEFUL SOLUTION OF THE GRAVE AND CONSTANTLY DETERIORATING SITUATION IN SOUTH AFRICA. HE PRAISED THE DECISION OF THE UNITED STATES TO STOP SALES OF MILITARY EQUIPMENT TO THE SOUTH AFRICAN GOVERNMENT, BUT REGRETTED THAT THE BRITISH GOVERNMENT HAD NOT FOLLOWED THE SAME COURSE. HE SAID ECONOMIC SANCTIONS DEPENDED ON THE GREAT PARTNERS AND TRADITIONAL FRIENDS OF THE PRETORIA GOVERNMENT. MORAL AND POLITICAL RESPONSIBILITY DEPENDED ON THEM. THIS, HE SAID, APPLIED MAINLY TO BRITAIN, THE UNITED STATES, WEST GERMANY, FRANCE, JAPAN, THE NETHERLANDS, BELGIUM AND ITALY.

    (THE CONFERENCE HAS BEEN CALLED TO EXAMINE THE STRATEGIC, POLITICAL ECONOMIC AND LEGAL ASPECTS OF SANCTIONS, TO PRODUCE PROPOSALS FOR A WORKABLE PLAN OF ACTION FOR UNITED NATIONS CONSIDERATION.)
