Background: The Irish Government has announced its intention of invoking the Offences Against the state Act to intern political extremists without trial. The Prime Minister, Mr Jack lynch, has said that there is a conspiracy among groups of Irish revolutionaries to rob banks to kidnap prominent people and perhaps to commit murder.
One of the revolutionary groups thought to be the target of the new measures is Saor Eire (Free Ireland), a group of activists who regard the illegal Irish Republic Army (IRA) as not being sufficiently militant. Both Government and opposition members of the Irish Parliament have called for further justification of the new measures.
The Irish police regard Saor Eire as being responsible for a series of bank robberies which has brought them more than 70,000 pounds in funds for their movement.
One such robbery took place in Dublin in April 1970. A police officer, Garda Richard Fallon, was shot as he attempted to foil the robbery. The Irish police are seeking to interview Mr Frank Keane, at present in Britain and appealing to the House of Lords against his extradition to Ireland, in connection with the murder.
The Irish authorities say they fear that Saor Eire will attempt to kidnap a British diplomat or an Irish Minister or both to ensure that Keane will be freed.
