ANOTHER VISITOR WHO HAS BEEN HAVING TALKS WITH PRESIDENT DE GAULLE IS M. ABDELAZIZ BOUTEFLIKA, THE ALGERIAN FOREIGN MINISTER, WHO CALLED AT THE ELYSEE PALACE YESTERDAY DURING A STOPOVER ON HIS WAY TO ATTEND THE UNITED NATIONS GENERAL ASSEMBLY SESSION ON THE MIDDLE EAST CRISIS.

    M. BOUTEFLIKA FLEW INTO PARIS YESTERDAY WITH A MESSAGE FOR PRESIDENT DE GAULLE FROM THE ALGERIAN LEADER, COLONEL HOUARI BOUMEDIENNE. AFTER A 60-MINUTE-MEETING WITH THE FRENCH PRESIDENT, M. BOUTEFLIKA TOLD REPORTERS: "I EXPLAINED THE ALGERIAN VIEWPOINT ON THE MIDDLE EAST TO GENERAL DE GAULLE AND I WAS GIVEN PRECISE DETAILS OF THE FRENCH POINT OF VIEW." HE SAID RELATIONS BETWEEN FRANCE AND ALGERIA WERE EXCELLENT.

    M. BOUTEFLIKA HAS BEEN ATTENDING THE CONFERENCE OF ARAB FOREIGN MINISTERS IN KUWAIT WHERE REPRESENTATIVES OF ALL THE 13 ARAB LEAGUE STATES HAVE BEEN WORKING OUT A COMMON STAND FOLLOWING THE CLASH BETWEEN ISRAEL AND HER ARAB NEIGHBOURS, IN WHICH -- BEFORE THE UNITED NATIONS CEASEFIRE CAME INTO FORCE -- ISRAEL SEIZED LARGE PARTS OF ARAB TERRITORY. FRANCE HAS BEEN PRAISED BY ARABS FOR ITS ATTITUDE IN THE MIDDLE EAST CONFLICT.

    BEFORE GOING TO SEE PRESIDENT DE GAULLE, M. BOUTEFLIKA TOLD REPORTERS THAT THE 13 ARAB STATES HAD DECIDED TO APPLY FULLY THE ARAB EMBARGO ON OIL SUPPLIES TO COUNTRIES ALLEGED TO HAVE SUPPORTED ISRAEL IN THE CONFLICT. ASKED WHAT PRODUCER COUNTRIES PROPOSED TO DO WITH UNSOLD OIL, HE SAID: "WESTERN COUNTRIES NEED THE OIL MORE THAN WE NEED TO SELL IT, AND THEY KNOW IT." THE CONTENTS OF THE MESSAGE HE CARRIED TO PRESIDENT DE GAULLE HAVE NOT BEEN RELEASED.

    M. BOUTEFLIKA'S CALL ON PRESIDENT DE GAULLE WAS FOLLOWED BY A PRIVATE VISIT BY PRESIDENT AHIDJO. THE CAMEROUN PRESIDENT LEFT PARIS TODAY FOR A THREE-DAY OFFICIAL VISIT TO YUGOSLAVIA. LATER, HE'S EXPECTED TO SPEND THREE DAYS IN BELGIUM AND FIVE DAYS IN THE SOVIET UNION.
