    Background: In a short ceremony in West German Chancellor Wily Brandt's official residence in Bonn on Wednesday (20 June), East and West Germany began a new era of normalised relations when their 'Good Neighbour Treaty' came into force.

    The final formal act which ratified the pact was concluded by the two men who negotiated it - State Secretary Michael Kohl of East Germany, and Bonn Special Minister, Egon Bahr.

    The new pact cements the status quo in Europe, and seals the division of Germany for the foreseeable future.

    The two men handed each other a bulky file containing the originals of the treaty and the attached documents. They include provisions for the opening of four new border crossing points and new regulations which allow West Germans living near the frontier to visit friends and relatives in East German border regions.
