    A FOUR-NATION AFRICAN SUMMIT CONFERENCE BEGAN IN DAR-ES-SALAAM TODAY (TUESDAY) TO DISCUSS ZAMBIA'S THREAT TO LEAVE THE COMMONWEALTH OVER THE RHODESIA ISSUE. YESTERDAY PRESIDENT JULIUS NYERER OF TANZANIA WAS AT THE AIRPORT TO WELCOME THE THREE OTHER LEADERS: PRESIDENT MILTON OBOTE OF UGANDA, VICE-PRESIDENT JOSEPH MURUMBI OF KENYA DEPUTISING FOR PRESIDENT JOMO KENYATTA WHO IS INDISPOSED, AND PRESIDENT KENNETH KAUNDA OF ZAMBIA.

    A TANZANIAN SPOKESMAN SAID THE CONFERENCE IS BEING DIVIDED INTO THREE PARTS: FIRST, A DISCUSSION ON RHODESIA AND RELATED ISSUES; SECOND, TALKS BETWEEN TANZANIA, UGANDA AND KENYA ON THE FUTURE OF THEIR LOOSE COMMON MARKET AND THEIR COMMON SERVICES ORGANISATION; AND, THIRD, A REGULAR SESSION OF THE COMMON SERVICES AUTHORITY.

    RHODESIA WILL FORM THE MAIN PART OF THE TALKS. IT WAS OFFICIALLY STATED THAT THERE WAS NOTHING TO SUPPORT A REPORT THAT THE FOUR NATIONS WOULD CO-ORDINATE PLANS TO QUIT THE COMMONWEALTH IF THE RHODESIAN ISSUE IS STILL UNSOLVED BY SEPTEMBER. DR. KAUNDA HAS THREATENED TO LEAVE THE COMMONWEALTH OVER WHAT HE CONSIDERS BRITAIN'S LACK OF EFFORT TO SOLVE THE RHODESIAN PROBLEM.

    IT IS NOT KNOWN WHETHER ZAMBIA WILL STAY ON FOR THE TALKS ON EAST AFRICAN REGIONAL CO-OPERATION.
