    During a visit to Leopoldville, where he pledged on-operation to the Government led by Prime Minister Ileo, North Katanga leader Jason Sendwe held a press conference, Feb 24.

    Heading Balubakat - the Katanga Baluba party opposed to President Tshombe's Conakat - Mr Sendwe claimed that 3/4 of Katanga's population are Balubas who, "apart from a small minority, agree entirely with the general policy of Balubakat". Balubakat's aim was a United Congo Republic, where powers would be vested in a Central Government under a single Premier as well as in provincial governments. This programme had been submitted to the Round Table Conference in Brussels in January 1960 and was still being upheld by his party, which was "struggling energetically against secessionism and separatism."
    Stating that the Balubas were no rebels, Mr Sendwe accused President Tshombe's forces of attacking and killing Baluba tribesmen and their families at Kabongo, Manono and Mulongo. He said Mr Tshombe's Government had taken "drastic steps to exterminate the Balubas" by means of an "economic blockade", while preventing press observers from entering North Katanga.

    Mr Sendwe confirmed that North Katanga was now represented by the "Democratic Provincial Government of Luluaba", with its seat at Manono. Letters to this effect had been sent to the American Ambassador and to President Tshombe who had refused to recognise the provincial government. The Government of Luluaba-Katanga was loyal to the central Government at Leopoldville and, as proof of its loyalty, had nominated Ministers only for provincial affairs, while leaving foreign affairs, defence, budget and other national matters to be dealt with in Leopoldville. The new Government was neither Communist nor in any way connected with Stanleyville.
