    MR.ANTHONY ROYLE, PARLIAMENTARY UNDERSECRETARY OF STATE AT THE FOREIGN AND COMMONWEALTH OFFICE, AID BRITAIN WOULD LIKE TO SEE THE INTERNATIONAL CONTROL COMMISSION IN CAMBODIA REACTIVATED AS SOON AS POSSIBLE.

    HE TOLD A PRESS CONFERENCE AT THE END OF A TWO-DAY VISIT HERE: WE ARE ONLY WAITING FOR AGREEMENT BY CO-CHAIRMAN RUSSIA BUT SO FAR THERE HAS BEEN NO SIGN OF THIS. + MR. ROYALE ARRIVED IN PHNOM PENH IN THE COURSE OF AN ASIAN TOUR AND DURING HIS STAY HERE HAD TALKS WITH CAMBODIAN PRIME MINISTER GENERAL LON NOL AND OTHER GOVERNMENT LEADERS.

    MR. ROYLE SAID THE SUBJECT OF POSSIBLE BRITISH AID WAS NOT DISCUSSED IN HIS TALKS WITH CAMBODIAN LEADERS.

    HE WAS DISAPPOINTED AT HANOI'S REJECTION OF PRESIDENT NIXON'S RECENT PEACE PROPOSALS AIMED AT ENDING THE CONFLICT IN INDOCHINA.

    BOTH CAMBODIA AND BRITAIN IN FULLY SUPPORTED THE AMERICAN PRESIDENT'S FIVE-POINT PLAN, HE ADDED.

    THE MINISTER SAID HE WAS MOST IMPRESSED WITH THE MORALE AND FIGHTING SPIRIT OF THE CAMBODIAN TROOPS AND IN HIS TALKS HAD NOTED A SPIRIT OF OPTIMISM AMONG CAMBODIAN LEADERS.

    MR ROYLE, WHO WAS ACCOMPANIED BY HIS WIFE HAS ALREADY VISITED TOKYO AND HONG KONG ON HIS TOUR AND WILL SPEND A WEEK IN THAILAND BEFORE RETURNING TO LONDON.

    MR. ROYLE SAID BRITAIN WELCOMED THE ESTABLISHMENT OF DIPLOMATIC RELATIONS BETWEEN CANADA AND CHINA.

    HE SAID BRITAIN WAS GLAD TO HAVE ANOTHER COMMONWEALTH COUNTRY REPRESENTED IN PEKING.

    COMMENTING ON BRITAIN'S OWN TIES WITH CHINA, MR. ROYLE SAID RELATIONS WERE NOT YET BACK TO NORMAL BECAUSE OF PEKING'S CONTINUED DETENTION OF SIX BRITISH SUBJECTS. +AND IT (BRITAIN) WILL BOT BE ABLE TO BRING THEM BACK TO FULL NORMALISATION UNTIL THE BRITISH SUBJECTS WHICH ARE STILL KEPT IN CHINA ARE RELEASED, + HE ADDED.

    SHORTLY AFTER ARRIVING, MR. ROYLE AND HIS WIFE LEFT FOR A THREE-DAY VISIT TO CHIANG MAI, 500 MILES (800 KMS) NORTH OF BANGKOK.

    MR. ROYLE IS DUE TO RETURN TO BANGKOK ON MONDAY FOR TALKS WITH PRIME MINISTER FIELD MARSHAL THANOM KITTIKACHORN AND FOREIGN MINISTER THANAT KHOMAN.
