Background: The issues that have been dominating the Plenary session of the Non Aligned Foreign Ministers in New Delhi are Iran-Iraq war and the presence of Russian troops Afghanistan. These two issues have cut across or nearly cut across all the regional groupings and the Non Aligned Foreign Ministers one after the other from different countries spoke on the two issues. And almost unanimously each one seemed to demand withdrawal of Russian troops and an end to Iran - Iraq war. Among those who spoke today from areas far afield were Foreign Ministers of Bangladesh, Algeria, Syria, Mozambique, and Indonesian.
