    BRITAIN AND MALTA BEGAN TALKS IN LONDON TODAY (TUESDAY) ON THE DEFENCE RUNDOWN CRISIS WHICH THREATENS THE FUTURE OF BRITISH FORCES IN THE MEDITERRANEAN ISLAND. MALTA'S PRIME MINISTER, DR. BORG OLIVIER, ALARMED ABOUT THE IMPACT ON THE ISLAND'S ECONOMY OF REDUCED BRITISH DEFENCE SPENDING, IS TRYING TO PERSUADE THE BRITISH GOVERNMENT TO MODIFY THE PACE OF THE RUN-DOWN IN MINISTERIAL TALKS AT THE COMMONWEALTH OFFICE.

    OVERSHADOWING THE TALKS IS THE MALTESE THREAT THAT IF AGREEMENT IS NOT REACHED BRITISH ARMY, AIR AND NAVAL FORCES WILL FACE EXPULSION FROM THE ISLAND.

    SO FAR, THERE HAS BEEN NO INDICATION THAT BRITAIN IS PREPARED TO MAKE ANY FURTHER CONCESSIONS TO MALTESE PRESSURES, WHICH HAVE INCLUDED PROTEST DEMONSTRATIONS AND RESTRICTIONS ON SERVICEMEN AND THEIR FAMILIES PRESENTLY STATIONED IN MALTA.

    THE ORIGINAL PLAN - AS PART OF BRITAIN'S DEFENCE REVIEW OF COMMITMENTS AND SPENDING - WAS TO CUT THE 4,500-STRONG FORCE IN MALTA BY ABOUT TWO THIRDS WITHIN TWO YEARS. BUT AFTER BITTER PROTESTS FROM THE MALTESE THAT THIS WOULD CAUSE MASSIVE UNEMPLOYMENT AND RUIN THE ECONOMY, BRITAIN EARLIER THIS YEAR AGREED TO EXTEND THE RUN-DOWN PERIOD TO FOUR YEARS.

    LAST WEEK'S VISIT TO MALTA BY MR. PATRICK GORDON WALKER, MINISTER WITHOUT PORTFOLIO, RESULTED IN AN OFFER TO EXTEND THE PERIOD TO FIVE YEARS.

    LAST NIGHT (MONDAY) ON THE EVE OF THE CRUCIAL TALKS, DR. BORG OLIVIER HAD AN AUDIENCE WITH QUEEN ELIZABETH.
