    MR. NOKWE: "SOME BIG POWERS WERE SUPPOSED TO HAVE THE POWER TO VETO. AND SO, MR. PRESIDENT, IN OUR VIEW THOSE BIG POWERS SHOULD BE VERY CAREFUL THAT, PERHAPS, NOT NOW, BUT IN FUTURE...THE INDICTMENT IS NOT BROUGHT TO THEM VERY FORCEFULLY, THAT THEY ARE ACCOMPLICES WITH A REGIME WHICH HAS COMMITTED ATROCITIES AND CRIMES AGAINST HUMANITY. MR. PRESIDENT, IN THE SUBMISSION OF OUR DELEGATION...WE WOULD URGE THIS COUNCIL TO FORTHWITH EXPEL THE RACIST, CRIMINAL REGIME OF SOUTH AFRICA."
