Background: Last Wednesday. (April 8) Guatemalan President-elect Carlos Arana Osorio held a press conference. Colonel Arana won the March 1 elections and is formally expected to begin his President on July 1.

Although the Government of President Julio Cesar Mendez Montenegro has until July to finish its constitutional term of office, there are fears that the supporters of Colonel Arana will step up pressure for him to hand over to the Colonel -- a right wing "law and order" men -- before then.

Even before the con Spreti kidnapping case the aranistas-as his supporters are called -- were calling for the premature resignation of the Mendez Government. Had President Mendez not held out against West German pressure to release his political prisoners and pay the ransom it is believed he almost certainly would have been ousted by the Right wing.

Once President-elect Arana has taken office, he is expected to fulfil his pledges, made before the von Spreti affair, of total and energetic repression against the moderate and far Left. A month ago Colonel Arana said his policy would be to execute a political prisoners every half hour if the Left took any more hostages for ransom.
