    There have been Arab protests and United States criticism of the Israeli housing plans, which foresee the building of some 20,000 housing units within the next five years. But earth-moving work has already started, and the Jerusalem City Council has now approved the Israeli Housing Ministry building plans.

    Visnews cameraman Rolf Kneller filmed scenes of construction work in progress near the building currently housing the U.N. headquarters in Jerusalem. It was formerly Government House at the time of the British mandate. U.N. Secretary-General U Thant is among critics of the work being started here.
