    THE UNITED NATIONS SECURITY COUNCIL MET AT LAKE SUCCESS TODAY, (TUESDAY), TO DISCUSS THE CYPRUS CRISIS AT THE REQUEST OF BOTH THE BRITISH AND CYPRIOT GOVERNMENTS. THE COUNCIL WILL ATTEMPT TO EVOLVE A FORMULA FOR LESSENING TENSION BETWEEN THE GREEK AND TURKISH COMMUNITIES ON THE MEDITERRANEAN ISLAND, AND SEEK WAYS OF REMOVING OBSTACLES TO THE FORMATION OF A PEACE-KEEPING FORCE FOR CYPRUS.

    SIR PATRICK DEAN, THE BRITISH DELEGATE, WHO ADDRESSED THE COUNCIL FIRST DESCRIBED THE SITUATION AS "VERY GRAVE", AND URGED THE MEMBERS OF THE SECURITY COUNCIL TO USE ALL THEIR INFLUENCE TO BRING ABOUT A CALMING EFFECT ON ALL THE PARTIES CONCERNED. HE DECLARED THAT THE FIRST ESSENTIAL WAS TO RESTORE PEACE IN CYPRUS, AND TO THIS END THE PEACE FORCE MUST BE SUBSTANTIALLY AND RAPIDLY AUGMENTED.

    THE CYPRUS DELEGATE, WHO WITH RUSSIAN SUPPORT HAD ATTEMPTED TO GAIN THE FLOOR BEFORE BRITAIN, STATED BEFORE THE COUNCIL MEETING BEGAN THAT THE COUNCIL'S FIRST DUTY WAS TO ENSURE THAT CYPRUS WAS PROTECTED FROM OUTSIDE AGGRESSION. THE REPRESENTATIVE SAID THAT WHEN THE ISLAND'S TERRITORIAL INTEGRITY HAD BEEN ASSURED THE COUNCIL COULD THEN PROCEED WITH THE QUESTION OF THE PEACE-KEEPING FORCE.

    SINCE HIS ARRIVAL ON CYPRUS, GENERAL GYANI HAS BEEN VISITING ALL AREAS WHERE INTER-COMMUNUAL FIGHTING HAS TAKEN PLACE. HE'S BEEN COLLECTING EVIDENCE FOR THE UNITED NATIONS SECRETARY GENERAL, U THANT, WHO'S ADVANCED A PLAN FOR A PEACE-KEEPING FORCE UNDER THE CONTROL OF HIS OWN SECRETARIAT.

    IN THE MEANTIME, THE SITUATION ON CYPRUS IS REPORTED QUIET WITH NO SERIOUS INCIDENTS REPORTED IN THE PAST 24 HOURS. AS 300 MORE TROOPS ARRIVED BY AIR FROM BRITAIN, PREPARATIONS WENT AHEAD WITH THE DEPARTURE TONIGHT OF THE FIRST OF 12 HUNDRED WIVES AND CHILDREN OF BRITISH SERVICEMEN AND CIVILIANS SERVING ON CYPRUS.
