    PRESIDENT JOSEPH MOBUTU OF CONGO-KINSHASA AND THE COUNTRY'S EIGHT REGIONAL GOVERNORS RECENTLY SPENT A WEEKEND ON A BOAT TRIP ON THE CONGO RIVER CONSIDERING PRACTICAL ORGANISATION FOR THE JUNE 4 REFERENDUM ON A NEW CONSTITUTION DESIGNED TO BRING IN A TWO-PARTY SYSTEM.

    ALSO AT THE DISCUSSIONS WERE THE THREE MINISTERS IN CHARGE OF DRAFTING THE ELECTORAL LAW -- M ETIENNE TSHISEKEDI, MINISTER OF HOME AFFAIRS; M. JUSTIN MARIE BOMBOKO, MINISTER OF FOREIGN AFFAIRS; AND M. JOSEPH NSINGA, MINISTER OF JUSTICE.

    THE EIGHT GOVERNORS APPROVED THE TEXT OF THE NEW CONSTITUTION IT PROVIDES FOR TWO POLITICAL PARTIES IN THE COUNTRY, ONE OF WHICH WILL BE LED BY PRESIDENT MOBUTU HIMSELF.

    ANOTHER FEATURE OF THE CONSTITUTION IS THAT IT ALLOWS WOMEN TO VOTE FOR THE FIRST TIME -- AND THEY MAY BE ALLOWED TO TAKE PART IN THE NATIONAL REFERENDUM.

    PRESIDENT MOBUTU WISHES TO SEE ALL POSSIBLE OPPOSITION TO HIS PARTY'S POLICIES UNITED IN THE SECOND PARTY. NO TRIBAL, LOCAL OR PROVINCIAL OPPOSITION WILL BE ALLOWED TO ORGANISE SEPARATELY.
