    LEADERS OF THE FOUR EAST AFRICAN COUNTRIES -- TANZANIA, UGANDA, ZAMBIA AND KENYA -- COMPLETED TALKS YESTERDAY (TUESDAY) ON RHODESIA. DURING THE CONFERENCE IN THE CABINET ROOM OF DAR-ES-SALAAM'S OCEAN-FRONT STATE HOUSE, PRESIDENT KAUNDA OF ZAMBIA REPEATED HIS THREAT TO WITHDRAW FROM THE COMMONWEALTH IF BRITAIN FAILED TO RESTORE LEGAL GOVERNMENT IN RHODESIA.

    THE MEETING WAS ORIGINALLY PLANNED AS A ROUTINE MEETING OF THE TANZANIAN, UGANDAN AND KENYA HEADS OF STATE OR THEIR DEPUTIES ON ECONOMIC MATTERS -- BUT PRESIDENT KAUNDA'S ARRIVAL MADE RHODESIA THE NUMBER ONE TOPIC OF DISCUSSION. THE OTHER LEADERS WHO TOOK PART WERE PRESIDENT NYERERE OF TANZANIA, AND PRESIDENT OBOTE OF UGANDA. PRESIDENT KENYATTA, WHO IS ILL, SENT HIS VICE-PRESIDENT, MR. JOSEPH MURUMBI.

    LATER, THE DELEGATES -- EXCEPT FOR PRESIDENT KAUNDA WHO RETURNED HOME -- MET AGAIN FOR A REGULAR SESSION OF THE EAST AFRICAN COMMON SERVICES AUTHORITY, OF WHICH ZAMBIA IS NOT A MEMBER. THE ORGANISATION CONTROLS TRANSPORT, TELECOMMUNICATIONS AND OTHER INTER-TERRITORIAL SERVICES BETWEEN THE THREE COUNTRIES. COMMUNIQUES ON NEITHER THIS, NOR THE MEETING WITH PRESIDENT KAUNDA, HAVE YET BEEN ISSUED.
