    Unprecedented security precautions are in force in the Indian hill town of Simla (Himachal Pradesh) where Summit talks between India and Pakistan start on June 28. Indian Prime Minister Indira Gandhi arrived in Simla today (June 27) by helicopter and Pakistan's President Zulfikan Ali Bhutto, is due tomorrow. Demonstrations, speech-making, distribution of pamphlets and gatherings of more than five people have been banned on the road from Chandigarh to Simla in case bad weather forces Mr Bhutto's party to travel by car to the meeting after flying into Chandigarh from Lahore. The aim of the talks is to improve relations which deteriorated to their lowest point with last December's war.
