    PRESIDENT HAMANI DIORI OF NIGER, REVIEWING THE COUNTRY'S ECONOMIC PROGRESS ON ITS SIXTH ANNIVERSARY OF INDEPENDENCE, DISCLOSED THAT LAST YEAR'S MILLET CROP HAD BEEN VERY POOR. THE PRESIDENT WAS MAKING A ANNOUNCEMENT BEFORE THE ANNIVERSARY PARADE.

    PRESIDENT DIORI SAID A RESULTING SHORTAGE OF MILLET -- THE COUNTRY'S STAPLE DIET -- HAD LED TO SPECULATION. HE SAID THE GOVERNMENT WAS PLANNING TO SET UP AN ORGANIZATION TO ENSURE REGULAR STOCKS AND FAIR COMMERCIAL PRACTICES.

    PRESIDENT DIORI NOTED, HOWEVER, THAT NIGER'S PEANUT AND GROUND-NUT HAD BEEN EXCEPTIONALLY GOOD, WITH A HARVEST OF 156,000 TONS AS AGAINST 107,000 TONS IN THE PREVIOUS YEAR.

    ON THE POLITICAL SIDE, THE PRESIDENT PAID TRIBUTE TO YOUTH AND STUDENT GROUPS FOR THEIR SPIRIT OF SELF-SACRIFICE AND THEIR EFFORTS FOR THE COMMUNITY.

    HE ANNOUNCED THAT ACTION HAD BEEN TAKEN AGAINST A SMALL NUMBER OF UNSATISFACTORY OFFICIALS, BUT HE DID NOT ELABORATE.

    THE ANNIVERSARY DAY PARADE INCLUDED YOUNG GIRLS OF BETWEEN 8 AND 14 YEARS OF AGE WHO ARE BERETS, INFANTRY OF THE NIGER ARMY AND MOTORISED TROOPS.

    LATER, PRESIDENT DIORI WENT TO A CEREMONY AT NIAMEY'S SUPREME COURT WHERE IT WAS ANNOUNCED THAT ALGERIA, THROUGH ITS AMBASSADOR TO NIGER, M. ALI ABDELLAOUI, HAD GIVEN NIGER FIVE-MILLION CENTRAL AFRICAN FRANCS TO HELP BUILD A NEW MOSQUE IN NIAMEY.

    IT'S ESTIMATED THAT THE TOTAL COST OF THE MOSQUE WILL BE 140-MILLION CENTRAL AFRICAN FRANCS.
