    TRANSCRIPT: SEQ. 1: WOLDE: "With increasing recognition being given to the role of literacy in social, political and economic development, there is also the realisation that follow up activities are essential and are an integral part of the entire process if relapse into illiteracy is to be avoided. This particular seminar, however, gives special attention to some very vital questions. What happens once the basic literacy skills have been mastered and how can such skills be consolidated and extended? It will proceed from a scientific study of the physical and human environment of the areas surrounding Woliso in order to identify the needs, problems and aspirations of those who attend post-literacy classes in the area. A concern for the welfare of the mass of the people is a cardinal principle which underlies this workshop and it is one to which socialist Ethiopia whole heartedly subscribes. This is to be an operational seminar, yes an operational seminar, in which everyone who takes part will benefit from practical experience gathered in villages where literacy programmes are in progress. It will, in other words, be an example of learning by doing.

    Background: An important literacy seminar is underway in Socialist Ethiopia. Delegates from nineteen english speaking African countries along with United Nations representatives, are working to formulate new literacy programmes. In particular they're looking at programmes for people who've already obtained the basic skills of reading and writing. The three-week seminar was opened by Lieutenant Colonel Goshu Wolde, Ethiopia's Minister of Education and chairman of the National Literacy Campaign Co-ordinating Committee.
