    The meeting of Arab foreign ministers in Rabat, Morocco, opened on Tuesday (22 October), and from the outset it was dominated by the dispute between Jordan's King Hussein and the Paletinian Commando organisations as to which of them is responsible for the Israeli-occupied West Bank of Jordan.

    The conflict was the main issue dealt with during the first two days of the meeting, which had been called to prepare an agenda for next Saturday's seventh Arab Summit Conference.

    On Wednesday, conference sources said that the Palestinian Commandos had resisted a combined attempt to get them to agree on a compromise with the Jordanians. The other Arab delegates had put pressure on both parties to try and find a formula for resolving their rival claims to represent the Palestinians on the West Bank.

    Mr. Farouk Kaddoumi, the Head of the Palestine Liberation organisation (PLO) delegation, refused an invitation from the Egyptian and Syrian ministers to try to work out differences at a joint meeting with Jordanian Prime Minister, Zeid Al-Rifai, on Wednesday evening.

    During the second session on Wednesday, the foreign ministers and officials continued to work on drafting an agenda for the Summit meeting, amid strict security precautions after reports of an extremist Palestinian plot to disrupt the conference and possibly assassinate King Hussein.

    SYNOPSIS: Other delegates had put pressure on both parties to try to find a formula for resolving their rival claims to represent the West Bank Palestinians, but with no success. Officials continued the routine work of preparing the Summit agenda, despite strict security brought in after reports of a Palestinian plot to disrupt the conference and possibly assassinate King Hussein.
