    Background: THE FRENCH NATIONAL ASSEMBLY CONCLUDED ITS DEBATE ON WEDNESDAY ON A CENSURE MOTION CONDEMNING THE GOVERNMENT'S POLICY TOWARDS NATO. A SPEECH IN THE ASSEMBLY BY THE PRIME MINISTER, M. GEORGES POMPIDOU, VIGOROUSLY DEFENDED PRESIDENT DE GAULLE'S POLICY OF WITHDRAWING FRANCE FROM NATO'S INTEGRATED MILITARY SYSTEM. THE CENSURE MOTION WAS TABLED BY THE SOCIALISTS AND CLAIMS THAT PRESIDENT DE GAULLE HAS ISOLATED FRANCE WITHOUT CONSULTING THE FRENCH GOVERNMENT OR PARLIAMENT OR NEGOTIATING WITH ALL OF HER NATO PARTNERS.

    M. POMPIDOU, SPEAKING DURING THE FINAL DAY OF THE DEBATE, TOLD THE DEPUTIES THAT AN INDEPENDENT FRANCE COULD BRING ALL HER INFLUENCE TO BEAR FOR A RAPPROACHMENT BETWEEN EAST & WEST ON WHICH THE FUTURE OF EUROPE AND THE PEACE OF THE WORLD DEPEND. HE SAID THAT AN INDEPENDENT FRANCE - "A MISTRESS OF HER POLICY" - DID NOT THUS BECOME A NEGLIGIBLE ALLY.

    THE MOTION OF CENSURE WAS REGARDED IN THE ASSEMBLY AS BEING LOST IN ADVANCE. THE COMMUNISTS, REPRESENTING 41 OF A LEFT-WING OPPOSITION VOTE OF LESS THAN 200 IN THE 482 SEAT ASSEMBLY HAVE SAID THEY WILL NOT VOTE FOR IT. A COMMUNIST SPOKESMAN HAS SAID THAT HIS PARTY SUPPORTS GENERAL DE GAULLE'S ATTITUDE TOWARDS NATO.
