    REPORTER: "MR. PRESIDENT, MANY PEOPLE PREDICTING THE BREAK UP OF THE ORGANISATION OF AFRICAN UNITY. IN THE LIGHT OF CONFERENCE EXPERIENCE, IN THIS THE THIRD AFRICAN SUMMIT MEETING, WOULD YOU LIKE TO SAY THAT THE PESSIMISM IS ENTIRELY JUSTIFIED?"



    NYERERE: "I THINK I AM DISAPPOINTED BUT I THINK THAT THIS HAS BEEN RATHER TAKING A PESSIMISTIC OR SHALL I SAY UNREALISTIC VIEW, FIRST TO HAVE EXPECTED THAT THE ORGANISATION OF AFRICAN UNITY WAS GOING TO BE THE THING, YOU KNOW, THAT SOLVED EVERY PROBLEM IN AFRICA BETWEEN 1963 AND 1966, BECAUSE, YOU KNOW IT WOULD HAVE BEEN COMPLETELY ABSURD. THAT PEOPLE HAD BEEN EXPECTING MORE OF IT THAN IT REALLY COULD HAVE ACHIEVED, AND THAT IT EVER COULD HAVE ACHIEVED. AND PERHAPS THEY PAINT A GLOOMY PICTURE. I MYSELF HAVE NEVER EXPECTED THAT. I MIGHT HAVE EXPECTED LESS. I CANT SAY I AM ONE HUNDRED PER CENT HAPPY BECAUSE I AM NOT; THE ORGANISATION IS NOT DYING; THE ORGANISATION HAS SUFFERED A LITTLE, BUT I THINK WE HAVE TAKEN A STEP BACK, BUT I THINK WE HAVE TAKEN A STEP BACK IN ORDER TO TAKE TWO STEPS FORWARD. I THINK WE WILL."



    REPORTER: "TURNING TO RHODESIA, WHERE DOES AFRICA STAND NOW IN RELATION TO RHODESIA? CAN I PUT IT THIS WAY -- IF YOU WERE MR. SMITH WOULD YOU THINK YOU HAD MORE OR LESS CAUSED FOR ANXIETY IN THE YEAR AHEAD THAN IN THE YEAR HE HAS SURVIVED?"



    NYERERE: "I THINK IF I WERE MR. SMITH I'D FEEL SOME TEMPORARILY RELIEF THAT YOU CANNOT EXPECT ANYTHING IMMEDIATE FROM AFRICA. BUT I WOULD NOT NECESSARILY, IF I WERE MR. SMITH, AND I KNEW WHAT WAS HAPPENING AMONG THE AFRICAN COUNTRIES, THINK THAT THE YEAR AHEAD WOULD BE NECESSARILY HAPPIER BECAUSE WHILE THERE IS THIS RETHINKING I THINK THE ORDER OF THIS RETHINKING IS GOING TO BE MORE REALISTIC AND THEREFORE MORE EFFECTIVE MEASURES AGAINST THE REBELS IN RHODESIA."

    PRESIDENT NYERERE WALKED FROM THE CONFERENCE WHEN THE BUDGET FOR THE 'LIBERATION COMMITTEE', BASED IN DAR-ES-SALAAM, WAS REJECTED. THE TANZANIAN LEADER THREATENED TO ORDER THE COMMITTEE FROM TANZANIA IF THE O.A.U. DID NOT PROVIDE FUNDS FOR IT.

    THE PRESIDENT SAID HE DID NOT BELIEVE THE O.A.U. WAS DISINTEGRATING. HE BELIEVED IT HAD SUFFERED, BUT SAID IT HAD TAKEN A STEP BACKWARDS TO ADVANCE TWO STEP FORWARD.

    QUESTIONED ABOUT THE RHODESIA SITUATION, PRESIDENT NYERERE SAID THAT MR. SMITH MIGHT HAVE CAUSE FOR SATISFACTION AT THE MOMENT, BUT THERE WOULD BE MORE REALISTIC AND MORE EFFECTIVE MEASURES BROUGHT AGAINST THE REBEL REGIME IN THE FUTURE.

    THE FOURTH MEETING OF THE ORGANISATION OF AFRICAN UNITY IN ADDIS ABABA HAS ENDED. PRESIDENT NYERERE OF TANZANIA, WHO HAD AT ONE STAGE LEFT THE CONFERENCE, WAS INTERVIEWED ABOUT THE STATE OF THE O.A.U.
