    FRANCE'S PRESIDENT GEORGES POMPIDOU TODAY (31 DECEMBER) CONFERRED WITH HIS LEADING MINISTERS AND THEN HIS CABINET OVER THE AFFAIR OF THE FIVE GUNBOATS THAT DISAPPEARED FROM CHERBOURG ON CHRISTMAS DAY AND ARRIVED IN HAIFA TODAY. AFTERWARDS, A GOVERNMENT SPOKESMAN SAID THAT THE GOVERNMENT HAS ASKED FOR THE RECALL OF SOME ISRAELI OFFICIALS FROM FRANCE AND SUSPENDED TWO OF ITS OWN GENERALS IN ITS FIRST MOVES TO CLEAR UP THE EMBARRASSMENT.

    THE SPOKESMAN, M. LEO HAMAN, DID NOT NAME THE ISRAELIS WHOSE RECALL WAS BEING DEMANDED. HE SAID THEY WERE MEMBERS OF THE ISRAELI MISSION IN FRANCE WHO GUARANTEED THE VALIDITY OF THE CONTRACT UNDER WHICH THE FIVE BOATS WERE SOLD TO THE STARBOAT COMPANY - A FIRM WITH ADDRESSES IN NORWAY AND PANAMA.

    THE TWO FRENCH GENERALS, SAID M. HAMON, WERE BEING SUSPENDED UNTIL THE RESULTS WERE KNOWN OF AN OFFICIAL INQUIRY STARTED BY THE GOVERNMENT LAST WEEKEND AS THE STORM CREW OVER THE DISAPPEARANCE OF THE BOATS. THEY WERE NAMED AS GENERAL BERNARD CAZELLES AND GENERAL LOUIS BONTE. BOTH OFFICIALS OF THE INTERMINISTERIAL COMMISSION FOR THE EXPORT OF WAR MATERIALS.

    SOURCES CLOSE TO THE PRESIDENCY SAY THAT PRESIDENT POMPIDOU, FACING THE MOST EMBARRASSING PROBLEM OF HIS SIX-MONTH-OLD TENURE OF OFFICE, IS ANXIOUS THAT THE GUNBOATS AFFAIR SHOULD NOT COMPROMISE HIS MIDDLE EAST POLICY - ESPECIALLY FRANCE'S RAPPROCHEMENT WITH THE ARAB WORLD. THE SOURCES SAID THAT M. POMPIDOU'S MAIN PROBLEM APPEARED TO BE WITH THE ARABS RATHER THAN THE ISRAELIS.

    FRANCE WOULD HAVE TO CONVINCE THE ARAB NATIONS THAT THE STEPS ANNOUNCED TONIGHT WERE SUFFICIENT PROOF THAT THE COUNTRY DID NOT CONDONE THE DEPARTURE OF THE FIVE BOATS.
