    MR. R. A. BUTLER, UK MINISTER RESPONSIBLE FOR CENTRAL AFRICAN AFFAIRS, MAY 12 CALLED ON SIR EDGAR WHITEHEAD, PRIME MINISTER OF SOUTHERN RHODESIA, FOR TALKS ON THE FUTURE OF THE FEDERATION OF NORTHERN RHODESIA AND NYASALAND. MR. BUTLER ARRIVED IN SALISBURY THE PREVIOUS DAY FROM LONDON.

    THE MEETING TOOK PLACE IN SIR EDGAR'S OFFICE ON THE TWELFTH FLOOR OF COMPENSATION HOUSE. THIS IS ONE OF SALISBURY'S NEWEST BUILDINGS, AND HOUSES MOST OF THE SOUTHERN RHODESIAN GOVERNMENT. LATER, MR. BUTLER DROVE TO SEE SIR ROY WELENSKY, FEDERAL PRIME MINISTER. THEY TALKED IN SIR ROY'S OFFICE AND THEN WENT FOR A STROLL IN THE ADJOINING GARDEN.

    MR BUTLER TOLD NEWSMEN IT WAS TOO EARLY TO SAY HOW THE TALKS WERE DEVELOPING. "I HAVE COME WITH NO PREDETERMINED ANSWER TO THE PROBLEMS OF THE FEDERATION - NOR IS IT GOING TO BE AN EASY ONE TO FIND".

    HIS VISIT, LASTING 17 DAYS, IS BEING BOYCOTTED BY JOSHUA NKOMO, PRESIDENT OF THE ZIMBABWE AFRICAN PEOPLE'S UNION, AND LEADING SOUTHERN RHODESIA NATIONALIST. HE WANTS THE CONSTITUTION CHANGED SO AS TO GIVE THE AFRICANS - "THE MAJORITY" - THE POWER TO RULE.
