    A FORMER GHANAIAN FINANCE MINISTER UNDER DEPOSED PRESIDENT NKRUMAH, MR. KOMLA GBEDEMAH, HAS ANNOUNCED IN ACCRA THAT HE PLANS TO FORM AND LEAD HIS OWN POLITICAL PARTY IF HE IS NOT INVITED TO JOIN ANOTHER WITH WHICH HE SHARES POLITICAL VIEWS. MR. GBEDEMAH WAS SPEAKING AT HIS FIRST APPEARANCE IN PUBLIC FOR THREE YEARS ON MONDAY (17 MARCH), WHEN HE HELD A NEWS CONFERENCE AND A PUBLIC MEETING IN THE HOTEL AMBASSADOR.

    LIEUTENANT-GENERAL JOSEPH ANKRAH, GHANA'S HEAD OF STATE AND CHAIRMAN OF THE NATIONAL LIBERATION COUNCIL WHICH TOPPLED DR. NKRUMAH IN 1966, HAS SAID HE WILL HAND OVER TO A CIVILIAN GOVERNMENT BY THE END OF SEPTEMBER THIS YEAR.

    MR. GBEDEMAH, A FOUNDER-MEMBER OF DR. NKRUMAH'S CONVENTION PEOPLE'S PARTY, LAST NOVEMBER WON EXCEPTION FROM A 10-YEAR BAN FROM HOLDING PUBLIC OFFICE.

    MR. GBEDEMAH TOLD NEWSMEN THAT HE HAD DISCUSSED A POSSIBLE LINK-UP WITH THE FORMER OPPOSITION UNITED PARTY, UNDER DR. KOFI BUSIA, BUT NOTHING DEFINITE HAD BEEN DECIDED.

    HE PROMISED THAT ANY FUTURE ORGANISATION OR REGIME IN WHICH HE HAD ANY PART OF INFLUENCE WOULD ENDEAVOUR TO MAKE THE FULLEST POSSIBLE USE OF THE YOUNG AND EDUCATED CITIZENS OF THE COUNTRY.

    THE CONFERENCE WAS OPENED BY MR. C.T. NYLANDER FORMER GHANA AMBASSADOR TO LIBERIA.

    OUTSIDE THE HOTEL LATER, MR. GBEDEMAH WAS JEERED BY SECTION OF THE WAITING CROWD -- MANY OF THEM SUPPORTERS OF DR. BUSIA.
