    Mr. John Malseela, the Tanzanian Foreign Minister, has been in Uganda this week on an official visit. During his stay, he met President Idi Amin, and addressed fellow Tanzanians at the International Conference Centre in Kampala.

    In a speech welcoming Mr. Malseela, President Amin said that there was no room for fighting in Africa today, and urged closer cooperation between states and people.

    The President also called for a federation of Uganda, Tanzania, and Kenya, already linked in the East African Community. Observers see the meetings between Mr. Malseela and President Amin as a sign of steps towards a normalisation of relations between Tanzania and Uganda after two-and-a-half years of tension.

    The day after his arrival, Mr. Malseela addressed a group of Tanzanians living in Uganda. He told them to maintain the good relations between the two countries and added that he looked forward to the day when East African would be able to travel freely between countries in the East African Community.

    In his Thursday speech he said the Tanzanian government believed that problems could only be solved through cooperation. He stated, "I do not think African unity will be achieved by simply talking. It will only come when Heads of State meet and discuss problems facing their countries."
    Before he returned to Dar as Salaam on Thursday, the minister was told by General Amin that his visit was a clear sign of peace and unity between the two countries.
