    Background: THE WEST GERMAN CHANCELLOR, MR. KURT GEORG KIESINGER, HAS BEEN IN PAKISTAN OVER THE PAST THREE DAYS. HE ARRIVED THERE ON SUNDAY (NOVEMBER 26) TO BEGIN TALKS WITH THE PAKISTANI PRESIDENT, MOHAMMED AYUB KHAN, WHICH HE HOPED WOULD LINKS BETWEEN THE TWO COUNTRIES.

    DR. KIESINGER, THE FIRST WEST GERMAN CHANCELLOR TO VISIT PAKISTAN, SAID ON ARRIVAL AT RAWALPINDI AIRPORT THAT PAKISTAN WAS AMONG 'THE FOCAL POINTS OF GERMAN ECONOMIC COOPERATION'. THERE TO GREET HIM WAS PRESIDENT AYUB AND HIS WIFE, AND THE TRADITIONALLY MILITARY WELCOME.

    DISCUSSIONS BEGAN THE FOLLOWING DAY -- DESCRIBED BY A GOVERNMENT SPOKESMAN AS FRANK AND TO THE POINT. ONE MATTER UPON WHICH THEY SHOWED TOTAL AGREEMENT WAS THE NON-PROLIFERATION OF NUCLEAR WEAPONS. A JOINT COMMUNIQUE ALSO EXPRESSED THE LEADER'S WISHES THAT ANY DISPUTE WITH INDIA COULD BE BROUGHT TO A PEACEFUL AND HONOURABLE SOLUTION. DR. KIESINGER'S ASIAN TOUR ENDED TODAY (TUESDAY).
