    CONSTITUTIONAL PROGRESS FOR BERMUDA IS BEING DISCUSSED IN LONDON. TALKS OPENED TODAY (TUESDAY) BETWEEN THE BERMUDA DELEGATION LED BY THE GOVERNOR LORD MARTONMERE AND BRITISH OFFICIALS LED BY THE COLONIAL SECRETARY, MR. FRED LEE.

    ALL PARTIES AT THE TALKS AGREE THAT THE ISLAND WITH A POPULATION OF 48,000 AND LIVING ON AMERICAN TOURISM SHOULD HAVE FULL INTERNAL SELF-GOVERNMENT.

    BUT MR. WALTER ROBINSON, LEADER OF THE BERMUDA PROGRESSIVE LABOUR PARTY, SAID YESTERDAY THAT ON NO ACCOUNT MUST SELF-GOVERNMENT BE GRANTED UNDER THE PRESENT REGIME AS IT SHOWED SIGNS OF EMULATING THE ONE IN RHODESIA.

    IN HIS PARTY'S VIEW, ELECTIONS MUST BE FIRST HELD BUT ONLY AFTER A COMMISSION HAD CHANGED BERMUDA'S REPRESENTATIONAL VOTING SYSTEM. THERE WAS NOW A ONE-MAN ONE-VOTE FRANCHISE BUT THE PRESENT ASSEMBLY REFLECTED THE FORMER PROPERTY FRANCHISE AND NEW ELECTIONS ARE DUE IN MAY 1968.

    HIS PARTY WHICH HAS THREE MEMBERS IN A HOUSE OF 36 STANDS FOR INDEPENDENCE WITHIN TWO YEARS INSIDE OR OUTSIDE THE COMMONWEALTH. ALL ITS ASSEMBLY MEMBERS ARE AT THE LONDON CONFERENCE.

    THE MAJORITY UNITED BERMUDA PARTY HAS 23 MEMBERS IN THE HOUSE AND IS LED BY SIR HENRY TUCKER. IT CONSIDERS THAT NO CONSTITUTIONAL CHANGES SHOULD BE MADE WITHOUT THE AGREEMENT OF THE BERMUDA ASSEMBLY. THERE ARE ALSO TEN INDEPENDENTS.
