Background: On Friday evening, May 30th, Algiers was dressed overall with lights, flags and a spirit of accomplishment. De Gaulle had been accepted as Prime Minister-designate by President City and was commencing his negotiations for forming a Cabinet.

Large procession converged on the Forum, before the Ministry of Algeria building, shouting, singing, cheering. Their uprising had resulted in victory, President City had been obliged to ask De Gaulle to undertake the duties of Prime Minister, at a time France and the Fourth Republic were in danger of anarchy.

Algiers is use to mass meetings, so many have been arranged or have happened in the last two to three weeks, but Friday's was a spectacular affair with chinese lanterns, torch processions, tricolours fluttering everywhere and numerous banners supporting a De Gaullist government. Thousands of people crowded into the capital from the suburbs and outlying townships, demonstrating their loyalty for De Gaulle. This electrifying and widespread atmosphere of excitement and triumph was dampedded appreciably on Sunday evening, when it was heard that De Gaulle had not included any of the members of the Algerian Public Safety Committee of any of the original instigators of the uprising in his Cabinet. Many expected that M. Soustelle and Gen. Salan------the former an ex-Governor-General of Algeria, the latter the military commander in Algeria---would be invited to assist Gen. De Gaulle. Instead, many politicians who belonged to that 'system' that the Algerian revolution had set out to destroy were in the Cabin et. To protect De Gaulle's popularity, the authorities in Algeria have stated that it would be disasterous to break completely with the past.

On the following, Sunday, June 1st., a decree was issued by Gen. Salan, that transfers more civil powers to the Army.
