    MR. TRAN BUU KIEUM TOLD THE THREE OTHER PARTIES, THE UNITED STATES, SOUTH VIETNAM, AND NORTH VIETNAM THAT PRESIDENT THIEU, VICE PRESIDENT NGUYEN CAO KAY AND PRIME MINISTER TRAN VAN HUONG SHOULD GO.

    IN WHAT AMOUNTED TO THE FIRST OFFICIAL ADMISSION BY THE NATIONAL LIBERATION FRONT THAT NORTH VIETNAM WAS AIDING ACTIVITIES IN THE SOUTH, MR. KIEM ALSO SAID THAT 14 MILLION SOUTH VIETNAMESE BENEFITED FROM THE DEVOTED AID OF 17 MILLION NORTH VIETNAMESE.
