THIS LATEST DEVELOPMENT CAME AS U.S. AUTHORITIES HANDED OVER A GROUP OF NORTH VIETNAM'S PORT CITY OF VINH. THE U.S. STATE DEPARTMENT HAS REJECTED SPECULATION THAT PRESIDENT JOHNSON IS ABOUT TO ORDER A HALT IN THE BOMBING OF THE NORTH, BUT PRESIDENT NGUYEN VAN THIEU, OF SOUTH VIETNAM, HAS AGAIN STATED HIS GOVERNMENT'S POSITION ON THE BOMBING HALT PROPOSALS.

    PRESIDENT THIEU SAID SOUTH VIETNAM WAS OPPOSED TOA COMPLETE HALT OF THE BOMBING OF NORTH VIETNAM UNLESS HANOI OFFERED SOME RECIPROCAL GOODWILL GESTURE THAT COULD LEAD TO PEACE.

    SPEAKING AT A PRESS CONFERENCE AT THE RESORT OF VUNG TAU, HE SAID DE-ESCALATION WOULD BE USEFUL ONLY IF IT LED TO FRUITFUL NEGOTIATIONS.
