    SEVEN SPANISH NAVAL SHIPS LAY AT ANCHOR OFF GIBRALTAR TODAY (MONDAY) FACE TO FACE WITH THE LONE BRITISH ANTI-SUBMARINE FRIGATE, H.M.S. GRENVILLE. THE 2,240 TON GRENVILLE HAD EARLIER REPLACED THE DESTROYER CARYSFORT, WHICH STEAMED OUT OF GIBRALTAR FOR TANGIERS.

    ONLY THE CARYSFORT AND THE SPANISH FRIGATE ATREVIDA WERE INITIALLY INVOLVED IN THE DISPUTE OVER TERRITORIAL WATERS AROUND THE ROCK. BUT SINCE BRITAIN'S REJECTION ON SATURDAY (9 DEC) OR SPAIN'S PROTEST OVER THE DISPUTED WATERS THE SPANISH REINFORCEMENTS HAVE STEAMED IN.

    THEY INCLUDE TWO MINESWEEPERS AND FOUR SMALLER EX-AMERICAN COASTAL MINESWEEPERS.

    TODAY THEY RODE AT ANCHOR IN A ROUGH CIRCULAR FORMATION LESS THAN A MILE (1.6 KM) FROM LA LINEA, WHOSE 90,000 INHABITANTS, ACCORDING TO A SPANISH PROTEST ON THURSDAY (7 DEC), WERE ENDANGERED BY THE UNLOADING OF HIGH EXPLOSIVES FROM THE BRITISH MERCHANT VESSEL ARCADIAN.

    BRITAIN HAS OFFERED TO HOLD SPECIAL TALKS WITH SPAIN ON THE BOUNDARIES OF TERRITORIAL WATERS OFF GIBRALTAR.
