    THE OPENING OF THE PORT FACILITIES COINCIDED WITH THE FIFTH ANNIVERSARY OF DAHOMEY'S INDEPENDENCE FROM FRANCE.

    ALTHOUGH DAHOMEY BECAME AN INDEPENDENT REPUBLIC IN 1960, SHE STILL MAINTAINS CLOSE TIES WITH FRANCE AND IS ONE OF SIX NATIONS WITH WHICH FRANCE MAINTAINS WHAT ARE CALLED 'SPECIAL RELATIONS'.

    FOUR AFRICAN HEADS OF STATE WERE GUESTS AT THE OPENING - PRESIDENT HOUPHOUET BOIGNY, IVORY COAST, MR. YAMEOGO, UPPER VOLTA, MR. DIORI HAMANI, NIGER, AND MR. GRUNITSKY OF TOGO.

    THE FRENCH MINISTER OF CO-OPERATION, MR. RAYMOND TRIBOULET, WHO WAS ALSO A GUEST AT THE OPENING, SAID THAT FRANCE WAS PARTICULARLY PLEASED TO HAVE HELPED DAHOMEY WITH THE COTONOU PORT PROJECT.
