    THE COMMISSION'S REPORT WENT ON SALE IN SALISBURY TODAY. ITS RECOMMENDATIONS RULE OUT APARTHEID AS IN SOUTH AFRICA, BUT ALLOW FOR ONLY A GRADUAL GROWTH IN AFRICAN POLITICAL POWER.

    THE FIVE-MAN COMMISSION OF THREE WHITES AND TWO AFRICANS WAS SET UP 15 MONTHS AND IF ITS REPORT IS ACCEPTED BY IAN SMITH'S REGIME AND A SUBSEQUENT REFERENDUM, THE COUNTRY WILL START ON A CONSTITUTIONAL PATH UNIQUE IN AFRICA.

    ONE OF THE COMMISSION'S RECOMMENDATIONS WAS THAT WHITE RULE SHOULD CONTINUE FOR A TIME BECAUSE OF THE GREATER EXPERIENCE AND COMPETENCE OF THE WHITES. IT ALSO SAID THERE SHOULD BE EVENTUAL RACIAL PARITY.
