    THE COUNCIL OF MINISTERS OF THE 34-NATION ORGANISATION OF AFRICAN UNITY MET IN CAIRO YESTERDAY (MONDAY), TO PAVE THE WAY FOR THE OPENING NEXT FRIDAY, OF AFRICA'S SECOND 'SUMMIT' CONFERENCE OF HEADS OF STATES.

    THE MINISTERS' TASK IS TO PREPARE AN AGENDA FOR FRIDAY'S 'SUMMIT' MEETING -- THE FIRST CONFERENCE HELD AT THIS LEVEL SINCE THE MAY 1963 ADDIS ABABA MEETING. AMONG THE MAIN ITEMS UP FOR DISCUSSION ARE APARTHEID, RACIAL DISCRIMINATION, DE-COLONISATION AND THE DE-NUCLEARISATION OF AFRICA. ALSO SCHEDULED FOR CONSIDERATION -- PRESIDENT NKRUMAH'S SUGGESTION FOR A SINGLE PAN-AFRICAN GOVERNMENT -- AN IDEA OPPOSED BY SOME MEMBERS OF THE O.A.U. ON THE GROUNDS THAT THE TIME IS NOT YET RIPE.

    THE CONFERENCE YESTERDAY ELECTED THE U.A.R. FOREIGN MINISTER, MR. MAHMOUD RIAD, CHAIRMAN OF THE SESSION, AND MR. JOHN THOSME OF MALAWI AND M. JEAN CAMILLE ALIALY OF THE IVORY COAST AS VICE-CHAIRMAN.

    MALAWI, WHICH BECAME INDEPENDENT ON JULY 6TH, WAS ADMITTED TO THE MEETING AMID LOUD APPLAUSE, TO BECOME THE O.A.U.'S 34TH MEMBER.
