HE WAS GREETED BY NORTH VIETNAM'S CHIEF PEACE TALKS NEGOTIATOR, M. XUAN THUY. LATER IN THE DAY M. THUY TOLD A VIETNAM SOLIDARITY RALLY IN PARIS THAT NORTH VIETNAM HAD ACCEPTED A U.S. PROPOSAL TO ALLOW THE SAIGON ADMINISTRATION TO TAKE PART IN THE ENLARGED PARIS TALKS.

    AT THE AIRPORT, M. THO TALKED ABOUT ACTIVITY IN THE DEMILITARIZED ZONE SEPARATING NORTH AND SOUTH VIETNAM. HE ACCUSED THE UNITED STATES OF INVENTING NORTH VIETNAMESE MILITARY BOMBARDMENTS ACROSS THE ZONE. M. THO, MAKING HIS THIRD VISIT TO THE PEACE TALKS, CONDEMNED THE UNITED STATES FOR WHAT HE SAID WERE INTENSIFIED AMERICAN AIR RAIDS AND OPERATIONS IN SOUTH VIETNAM.
