    DR. KONRAD ADENAUER, THE WEST GERMAN CHANCELLOR, ARRIVED IN PARIS, JULY 2, FOR AN OFFICIAL VISIT TO FRANCE. THE VISIT IS SEEN AS A MAJOR STEP TOWARDS FRANCO-GERMAN RECONCILIATION. BOTH LEADERS HAVE ALREADY CONFIRMED IT AS THE BASIS OF A "NEW ERA". IN HIS WELCOMING SPEECH, PRESIDENT DE GAULLE SAID "IT IS WITH HONOUR AND JOY THAT FRANCE RECEIVED YOU TODAY."
    BORN A ROMAN CATHOLIC IN THE RHINELAND, JANUARY 5, 1876, KONRAD ADENAUER WAS LORD MAYOR OF COLOGN CONTINUOUSLY FROM 1917 TO 1933. THE NAZIS REMOVED HIM FROM OFFICE AND TWICE IMPRISONED HIM BECAUSE THEY CONSIDERED HIM POLITICALLY UNRELIABLE.

    FOLLOWING THE END OF WORLD WAR TWO HE WAS REINSTATED AS COLOGN'S LORD MAYOR, BUT SHORTLY AFTERWARDS HE WAS AGAIN REMOVED FROM OFFICE, THIS TIME BY BRITISH MILITARY AUTHORITIES ON GROUNDS THAT HE WAS NOT SUFFICIENTLY CO-OPERATIVE.

    DR. ADENAUER THEN DEVOTED HIMSELF TO POLITICS AND HELPED FOUND THE CHRISTIAN DEMOCRATIC UNION. AFTER 1949 FEDERAL ELECTIONS, THE C.D.U. EMERGED BY A NARROW MARGIN AS THE STRONGEST POLITICAL PARTY IN THE FEDERAL PARLIAMENT. AS ITS CHAIRMAN, DR. ADENAUER SUCCEEDED IN FORMING A COALITION WITH A MAJORITY OF TWO IN A PARLIAMENT OF OVER 400 MEMBERS. THUS BECOMING CHANCELLOR OF PART OF A DIVIDED GERMANY, OCCUPIED BY FOREIGN ARMIES AND RESTRICTED IN SUPREME POWERS BY AN OCCUPATION STATUTE.

    DURING THE FOLLOWING YEARS, CHANCELLOR ADENAUER KEPT HIS GOVERNMENT UNITED DESPITE ENORMOUS DIFFICULTIES. UNDER HIS GUIDANCE AND LARGELY WITH AMERICAN HELP, THE WAR DAMAGED ECONOMY OF WESTERN GERMANY WAS GRADUALLY REVIVED. DUE TO DR. ADENAUER'S UNWAVERING RULE, CAME SOVEREIGNTY FOR THE FEDERAL REPUBLIC AND ITS INTEGRATION IN TO THE DEMOCRATIC COMMUNITY OF THE WESTERN POWERS.

    KONRAD ADENAUER WAS NEVER DEFLECTED FROM HIS AIM TO MAKE A SHORT CUT TO THE REUNIFICATION OF GERMANY. FROM PROVINCIAL ADMINISTRATOR HE GREW TO THE STATURE OF A STATESMAN WHO COMMANDED ATTENTION. IN 1952 THE SEAL WAS WSCT ON HIS ACHIEVEMENT BY THE SIGNING AT BONN OF AGREEMENTS TO END THE FEDERAL REPUBLIC'S STATUS AS AN OCCUPIED COUNTRY. PARIS AGREEMENTS OF 1954 CARRIED THE EMANCIPATION PROCESS FURTHER AND PROVIDED FOR THE ADMISSION OF THE FEDERAL REPUBLIC TO NATO.

    MAY, 1955 SAW DR. ADENAUER SEATED ON THE NORTH ATLANTIC COUNCIL, AND SOON AFTER A START WAS MADE ON WEST GERMAN DEFENCE FORCES. THE "SUMMIT" CONFERENCE AT GENEVA THAT YEAR SHOWED THAT RUSSIA WAS UNREADY TO CONSIDER GERMAN REUNIFICATION PLANS LIKELY TO BE ACCEPTABLE TO THE WEST. DESPITE THIS DR. ADENAUER ACCEPTED AN INVITATION TO VISIT MOSCOW IN THE AUTUMN.

    HERR ADENAUER FREQUENTLY VISITED LONDON AND WASHINGTON, AND FROM 1958 HAD REGULAR MEETINGS WITH PRESIDENT DE GAULLE IN GERMANY AND FRANCE. THE TWO LEADERS WERE ON FRIENDLY TERMS AND SEEMS TO HAVE SIMILAR POLITICAL IDEAS WHICH STRENGTHENED THE FRIENDLY RELATIONS FOSTERED BETWEEN THEIR COUNTRIES SINCE THE END OF THE WAR.

    IN 1959, DR. ADENAUER WENT TO WEST BERLIN, AND WAS MET BY THE BURGOMEISTER, WILLI BRANDT. HE HAD COME, HE SAID, TO SHOW BERLINERS THAT THE FEDERAL GOVERNMENT AND THE WHOLE POPULATION OF GERMANY STOOD SOLIDLY BEHIND HIM.

    THE 1958 ELECTIONS BROUGHT DR. ADENAUER AND SUPPORTING A SWEEPING VICTORY OVER THE SOCIALISTS, AND HE BECAME CHANCELLOR FOR A THIRD TIME. WHEN IN APRIL, 1959, HE ANNOUNCED HIS INTENTION OF RETIRING FROM PARLIAMENTARY LIFE AND BECOMING A CANDIDATE FOR THE FEDERAL REPUBLIC PRESIDENCY, THERE WAS A CERTAIN AMOUNT OF RELIEF AND SURPRISE FROM SOME MEMBERS OF HIS COUNTRYMEN WHO CONSIDERED HE HAD OUTLIVED HIS USEFULNESS. TWO MONTHS LATER, HOWEVER, HE CHANGED HIS MIND AND STATED THAT IN VIEW OF CRITICAL INTERNATIONAL EVENTS HE JUDGED IT BEST TO REMAIN AT THE HEAD OF THE GOVERNMENT.

    CHANCELLOR ADENAUER'S DECISION WAS NOT VERY WELL RECEIVED AT FIRST BUT HE WAS NOT TO BE SHAKEN, AND WHEN HIS POPULARITY AND PRESTIGE WERE PUT TO THE TEST, CRITICS WERE PUT TO SILENCE.

    IT WAS IN MARCH OF 1960 THAT DR. ADENAUER WAS TO MEET FOR THE FIRST TIME DAVID BEN GURION, THE PREMIER OF ISRAEL. THE MEETING TOOK PLACE IN THE PRESIDENTIAL SUITE OF WALDORF TOWERS, IN NEW YORK. BEN GURION SAID, "THE GERMANY OF TODAY IS NOT THE GERMANY OF YESTERDAY" AND WISHED THE CHANCELLOR EVERY SUCCESS.

    ADENAUER WENT ON FROM NEW YORK TO WASHINGTON AND MET THE THEN US PRESIDENT, DWIGHT EISENHOWER. THEY JOINTLY PLEDGED TO UPHOLD THE RIGHTS OF ALL WEST BERLINERS TO 'DECIDE THEIR OWN FUTURE IN CONTINUED FREEDOM'. THIS, THE TWO LEADERS PROCLAIMED, WOULD BE THE FOUNDATION OF THEIR NEGOTIATING POSITION AT THE FORTHCOMING (ILL-FATED) SUMMIT TALKS.

    AN EXCHANGE OF NATIONAL DECORATIONS WAS THE PRELUDE TO TALKS IN MARCH 1960 WITH JAPANESE PREMIER KISHI. POINTS WERE DISCUSSED IN OUTLINED RATHER THAN IN DETAIL - BUT ADENAUER DID HIS BEST TO REASSURE KISHI THAT THE EUROPEAN COMMON MARKET WOULD NOT EXCLUDE JAPANESE SALES IN EUROPE. BOTH AGREED ON DISARMAMENT AS A VITAL MATTER FOR DISCUSSION AT THE SUMMIT TALKS.

    AT 84 YEARS OF AGE, THE CHANCELLOR USED THE NINTH PARTY CONFERENCE OF THE CHRISTIAN DEMOCRATS AT KARLBRUHE ON APRIL 27TH, 1960 TO OPEN HIS CAMPAIGN FOR A FOURTH TERM AS CHANCELLOR. HE AND THE CHRISTIAN DEMOCRATS, HE SAID, WERE PROUD OF THEIR ACHIEVEMENTS IN THE RECOVERY OF WEST GERMAN TRADE. WEST GERMANY MUST REMAIN STRONG, HE SAID, TO FIGHT OFF THE MENACE OF COMMUNISM.

    COMMUNISM AGAIN CAME UNDER FIRE FROM THE CHANCELLOR IN MAY OF 1960 WHEN AT THE BUNDESTAG IN BONN HE CONDEMNED PREMIER KHRUSHCHEV FOR 'WRECKING' THE SUMMIT CONFERENCE, BY HIS "UNRESTRAINED ATTACKS" AND "IMMODERATE DEMANDS".

    A FEW DAYS LATER, THE CHANCELLOR WENT ON HOLIDAY, TO THE VILLA COLLINA IN CADENABBIA, ON THE SHORES OF LAKE COMO. DESPITE THE PRESSURES OF POLITICAL LIFE WHICH FOLLOWED HIM EVEN ON HOLIDAY, HE WAS ABLE TO TAKE TIME TO SHOW HIS DAUGHTER HIS FAVOURITE RELAXATION - A GAME OF BOWLS.

    THE CHANCELLOR'S 85TH BIRTHDAY IN JANUARY OF 1961 HE CELEBRATED AT BONN, AND MANY CALLED AT THE PALAIS SCHAUMBURG TO CONGRATULATE HIM. HE GAVE CHOCOLATES, RECEIVED FLOWERS, AND DRANK A TOAST WITH BERLIN'S BURGOMEISTER WILLI BRANDT.

    IN JULY OF THAT YEAR, WITH HIS ELECTION CAMPAIGN WELL UNDER WAY, 'DER ALTE' CALLED UPON THE GERMAN PEOPLE, AT DORTMEND, IN A FIGHTING SPEECH, TO ACKNOWLEDGE HIS GOVERNMENT'S WORK OVER THE PAST 12 YEARS, AND PUT HIM BACK IN OFFICE WITH THE SAME MAJORITY AS BEFORE.

    IN AUGUST, DR. ADENAUER FLEW INTO WEST BERLIN, TO 'SEE FOR HIMSELF'. HE TOLD THE WEST BERLINERS THAT WEST GERMANY WOULD NOT FORGET ITS OBLIGATIONS, AND THEN TOURED THE CITY.

    THE ELECTION CAMPAIGN BUILT UP TO A PEAK IN SEPTEMBER, WITH THE CHANCELLOR UNDERTAKING A NON-STOP ELECTION TOUR OF THE COUNTRY. AT EACH STOP HE LEFT A FIRM IMPRESSION OF UNDIMINISHED VIGOUR AND VITALITY. A TYPICAL STOP WAS ATTHERFORD, WHERE HE STOOD IN THE POURING RAIN OUTSIDE THE TOWN HALL TO ADDRESS 2,000 SUPPORTERS. HE SPOKE OF CURRENT TENSIONS BETWEEN EAST AND WEST.

    ELECTIONS TOOK PLACE SEPTEMBER 17. THE POLL GAVE A MAJORITY TO THE CHRISTIAN DEMOCRATS, BUT WITH A MUCH DECREASED MAJORITY. TALKS WERE BEGUN IMMEDIATELY WITH THE FREE DEMOCRATIC PARTY WITH A VIEW TO FORMING A COALITION GOVERNMENT. WHILE TALKS WERE CONTINUING, GENERAL LUCIUS CLAY, PRESIDENT KENNEDY'S PERSONAL REPRESENTATIVE FLEW INTO BONN FOR TALKS WITH DR. ADENAUER. THEY MET AT THE CHANCELLOR'S PALAIS SCHAUMBURG RESIDENTE.

    IN BONN, NOVEMBER 7, A SPECIAL BUNDESTAG SESSION RE-ELECTED DR. ADENAUER CHANCELLOR OF THE GERMAN FEDERAL REPUBLIC KFOR HIS FOURTH TERM OF OFFICE. ELECTED BY A SLENDER MAJORITY HE WAS TO LEAD THE COALITION GOVERNMENT - A GOVERNMENT FACING INCREASING TENSION NOT THE LEAST OF WHICH WAS THE CRISIS IN BERLIN.

    BERLIN - THE DIVIDED CITY - WHERE ALREADY THE WALL BETWEEN EAST AND WEST HAD SEPARATED FAMILIES AND FRIENDS, WHERE ALMOST DAILY INCIDENTS AND ESCAPE ATTEMPTS HAD MADE THE SHOW OF STRENGTH BETWEEN WEST AND EAST IN THE CITY THE FOCUS OF WORLD ATTENTION. AMERICAN FORCES IN BERLIN WERE PUT ON THE ALERT, OCTOBER 27, WHEN RUSSIAN TANKS WERE BROUGHT UP ON THE EASTERN SIDE. AMERICAN TROOPS HURRIED TO THE BORDER, AND AS CIVILIANS WATCHED ANXIOUSLY, THE TANKS TOOK UP THEIR POSITIONS FACING EACH OTHER OVER A DISTANCE OF 200 YARDS. THROUGHOUT THE DAY AND IN THE NEXT DAY, THE TANKS AND TROOPS REMAINED IN POSITION. THEN SUDDENLY THE RUSSIAN TANKS MOVED OFF FOLLOWED SHORTLY AFTERWARDS BY THE AMERICANS.

    DR. ADENAUER VISITED THE WHITE HOUSE, WASHINGTON NOVEMBER 20, FOR TALKS WITH PRESIDENT KENNEDY. A STATEMENT ISSUED AFTER THEIR DISCUSSIONS, SAID THAT THE TWO LEADERS HAD REVIEWED "THE CURRENT SITUATION BETWEEN THEIR TWO COUNTRIES."
    ON JANUARY 5 ,1962, DR. ADENAUER CELEBRATED HIS 86TH BIRTHDAY. A TRADITIONAL CEREMONY OF CONGRATULATIONS AT HIS BONN HOME, LASTED NEARLY EIGHT HOURS. HE RECEIVED A STREAM OF VISITORS, INCLUDING CHILDREN FROM ROMAN CATHOLIC AND LUTHERAN ORPHANAGES. THE WEST GERMAN CABINET CALLED, LED BY THE VICE-CHANCELLOR, DR. ERHARD, WHO PRESENTED THE CHANCELLOR WITH GIFTS.

    A MESSAGE OF CONGRATULATIONS FROM MR. MACMILLAN, THE BRITISH PRIME MINISTER, SAID HE HOPED TO CONGRATULATE THE GERMAN LEADER PERSONALLY WHEN HE VISITED BONN THE FOLLOWING WEEK. THE TALKS WERE HELD AT THE EAST-WEST RELATIONS, STRENGTHENING OF NATO, THE DEVELOPMENT OF EUROPEAN COMMUNITIES, THE BERLIN ISSUE AS WELL AS THE COST OF MAINTAINING THE BRITISH ARMY OF THE RHINE.

    THE RETIRING SUPREME COMMANDER OF NATO FORCES, GENERAL LAURIS NORSTAD, FLEW TO BONN ON AUGUST 16, 1962, AT DR. ADENAUER'S INVITATION. AT THE PALAIS SCHAUMBURG, THEY DISCUSSED LONG-TERM NATO DEFENCE STRATEGY. DR. ADENAUER THANKED GENERAL NORSTAD FOR HAVING SERVED "THE PRESERVATION OF PEACE IN THE WORLD" DURING HIS 6 1/2 YEARS AS SUPREME COMMANDER.
