    It's August in New York - that means high temperatures, days at the beach and a general slackening of t city's usual brisk pace. But for the construction industry August is one of the busiest months in the year. Work on the many new skyscraper office buildings in the mid-town area continues, without interference from bad weather. Over the tracks of Grand Central station, the Pan Am building - expected to be the largest office building in the world - is nearing completion. A little further south, the world's tallest building, the Empire State, is having its exterior cleaned for the first time since it was completed in 1932. August 2 seven men began the most tricky part of the operation - polishing and painting the tower which extends from the observation deck on the 102nd floor to the top. Down at street level, Fifth Avenue is undergoing a major face-lifting operation. Bulldozers are ploughing up the surface of the roadway in preparation for complete resurfacing, of the eight blocks from 40th of 48th Street. The road has not been resurface since 1930 and the antics of the huge roadbreakers provide a great attraction for passers by. Not so enthralled are the city's drivers stuck in the resultant traffic jams and tempers rise with the temperature.
