Background: In Egypt President Anwar Sadat delivered a wide ranging speech at the Egyptian University, Ein Shams, in Cairo on Monday (16 April) after laying the foundation stone for a new University Hospital. The pro-Sadat chants from the huge crowd of students at the University echoed the previous day's mass march to the Egyptian Upper House of Parliament in support of the President.

SYNOPSIS: The march held four days before President Sadat's National Referendum met with some resistance from anti-treaty demonstrators. However, they were vastly out numbered by the President's supporters. Mr. Sadat has taken a hard line against anti-government riots and vowed that he would not allow any mobs in Egypt.

A police cordon protected the marchers. Emotions were high and banners plentiful.

President Sadat arrived at the University to lay the cornerstone before delivering a hard-hitting speech t the academic staff.

In it he said that East Jerusalem must be returned to the Arabs and called for a new approach to stop the exploitation of the Islamic religion for political ends. He accused his Arab critics of ignorance, backwardness and emotionalism. He said that the best way to settle the Palestinian problem was to negotiate with Israel and obtain Arab rights step by step.

The President also said he would ban students from practising university campus politics. They can join political parties. They can join political parties and practise politics if they so wish, but not within their colleges. Recently some Christian students were attacked and held hostage by members of Islamic groups.
