    Background: President Tolbert of Liberia has told the country's army that it will always be subordinate to civil politics. Addressing a military parade in Monrovia on Saturday (July 24) the President, who is also Commander-in-Chief of the Armed Forces, said that the army was there to serve liberia--and not the other way round.

    SYNOPSIS: President William Tolbert of Liberia, head of state since the recent death of President Tubman, visited a military camp in Monrovia on Saturday to address the officers and troops. He was met by Defence Minister Mr. Allen Williams and senior officers, and given a 21-gun salute.

    The President, who is also Commander-in-Chief of Liberia's Armed Forces, told the troops on parade that they were there to serve their country--not the other way around. The Army, he said, would always be subordinate to civil politics. Replying, Chief of Staff Henry Johnson re-affirmed the Army's pledge of loyalty to President Tolbert.

    During the parade President Tolbert swore in Colonel James Gibson as his new Aide-de-Camp, and promoted him to Brigadier-General at the same time.
