    THE UNITED STATES ASSISTANT SECRETARY FOR AFRICAN AFFAIRS, MR. JOSEPH PALMER, WAS RECEIVED BY PRESIDENT FRANCOIS TOMBALBAYE OF CHAD ON FRIDAY AFTER ARRIVING FROM NIAMEY, NIGER, ON THURSDAY NIGHT ON HIS CURRENT AFRICAN TOUR. MR. PALMER IS ON A FIVE-WEEK TOUR OF 16 AFRICAN COUNTRIES, TO ENABLE HIM TO MEET AS MANY NATIONAL LEADERS AS POSSIBLE.

    WASHINGTON OFFICIALS SAY THERE IS NO SPECIAL SIGNIFICANCE IN MR. PALMER'S FOURTH VISIT TO AFRICA, EXCEPT IN "KEEPING UP WITH A TRADITION OF GETTING TO AFRICA ONCE OR TWICE A YEAR. "MR. PALMER TOOK OVER AS THE DEPARTMENT'S TOP OFFICIAL DEALING WITH AFRICAN AFFAIRS TWO YEARS AGO. HIS CURRENT TOUR END IN LAGOS, NIGERIA, ON 7 JULY.

    IN EACH COUNTRY, MR. PALMER WILL BE MEETING PRESIDENT, PRIME MINISTERS AND OTHER SENIOR GOVERNMENT OFFICIALS. HE'LL ALSO BE STUDYING THE PROGRAMMES AND ACTIVITIES OF THE UNITED STATES GOVERNMENT IN THESE COUNTRIES AND CONFERENCE WITH THE AMERICAN AMBASSADORS. SOME OF THE COUNTRIES HE WILL BE VISITING FOR THE FIRST TIME.

    MR. PALMER'S PROGRAMME GIVES SPECIAL EMPHASIS TO FORMER FRENCH AFRICA, BUT OFFICIALS SAY THIS IS BECAUSE HE HAS ALREADY VISITED MOST OTHER COUNTRIES OF THE 16 LISTED. THESE ARE SENEGAL, GAMBIA, GUINEA, SIERRA LEONE, IVORY COAST, UPPER VOLTA, NIGER. CHAD, THE CENTRAL AFRICAN REPUBLIC, CAMEROUN, GABON, CONGO-KINSHASA, RWANDA AND BURUNDI.

    A VETERAN DIPLOMAT, THE 53-YEAR-OLD MR. PALMER HAS MORE THAN 25 YEARS OF EXPERIENCE WITH AFRICAN AFFAIRS. HE WAS THE FIRST U.S. AMBASSADOR TO NIGERIA, AND ALSO SERVED IN NAIROBI AND SALISBURY. HE WILL TRY IN EACH COUNTRY TO MAKE A FIELD TRIP TO A MAJOR INDUSTRIAL OR OTHER DEVELOPMENT PROJECT, BUT HE WILL BE INVOLVED IN NO SPECIFIC PROBLEMS AND THERE ARE NO PLANS FOR HIM TO CONCLUDE NEW AID OR OTHER AGREEMENTS.

    MR. PALMER WAS DUE TO LEAVE CHAD YESTERDAY (SUNDAY) FOR BANGUI, IN THE CENTRAL AFRICAN REPUBLIC.
