    BELGIUM - AND THE SECOND DAY OF THE DOCTORS' STRIKE.... TODAY (THURSDAY) BROUGHT DEMONSTRATION FROM MINERS AND FACTORY WORKERS IN BELGIUM'S SOUTHERN INDUSTRIAL "RED BELT."
    AT CHARLEROI, ABOUT 300 MINERS IN THEIR WORKING CLOTHES MARCHED THROUGH THE CITY FOR AN HOUR SHOUTING: "OUR HEALTH COMES FIRST." THEY HEARD SPEECHES FROM TRADE UNION LEADERS AND LATER RETURNED TO WORK. LATER SOME 200 OUTSIDE THE LOCAL HEADQUARTERS OF THE SOCIALIST PARTY. BOTH DEMONSTRATIONS PASSED OFF WITHOUT INCIDENT.

    REPRESENTATIVES OF BELGIUM'S 12,000 DOCTORS CLAIM THE STRIKE IS ABOUT 90 PER CENT EFFECTIVE. THE PROTEST IS AGAINST THE GOVERNMENT'S PLANS TO INTRODUCE A FIXED SCALE OF FEES FOR MEDICAL TREATMENT WHICH THE DOCTORS SAY WOULD CURTAIL THEIR FREEDOM, ABOLISH PROFESSIONAL SECRECY AND INTERFERE WITH STANDARDS. DOCTORS SAY THE SKELETON EMERGENCY SERVICE SET UP IN ALL PARTS OF THE COUNTRY TO DEAL WITH EMERGENCY CASES DURING THE STRIKE IS WORKING SMOOTHLY.
